GOVT 401.  State and Local Governance.  3 Credits.  

This is not a traditional course on government, but a course on public service in action. Students will gain a theoretical understanding of public administration and state and local government, particularly as it relates to future careers in public service. Previously offered as PUBA 401. Upon completion, students will be able to understand the dilemmas of current state, local government, and nonprofit organizations, examine challenges in response to policy issues and create solutions to collective action problems.

This seminar explores a rule of law, legal analysis, the constitutional framework and fundamental rights, statutory and case law, basic legal research for primary authority, and the realities of the adversarial system and legal representation. Students will be engaged in analytical thinking and expression through classroom discussion, analytical papers, and examinations.

This course will use Valerie Bauerlien's nonfiction work, The Devil at His Elbow; Alex Murdaugh and the Fall of a Southern Dynasty, as a framework for exploring the significance and impact of rules governing ethical behavior by government officials and public attorneys. The course will explore common ethical restrictions on such officials, models for enforcing ethical rules, and the potential impact of unethical behavior on the public.

This course examines how the executive, legislative, and judicial branches of state government shape child-serving systems through law and policy, with a focus on the role of state intervention. The primary focus is on the juvenile justice and child welfare systems. Students explore how state budgets, legislation, executive rulemaking, agency oversight and implementation, and judicial decision-making affect vulnerable children and youth and analyze the impact of the legal levers available in state government. The course includes practical in-class exercises and a required juvenile court observation.

This course covers municipal government organization and management, finance, personnel, planning and economic development, and the administration of specific municipal functions.

GOVT 664.  Chief Information Office Certification Program.  5 Credits.  

The CIO Certification Program is designed for chief information officers of local governments in North Carolina. The course lays the foundation for addressing the most critical issues facing IT leadership in local government and equips leaders with tools to manage and improve their organizational assets.

The purpose of this course is to familiarize students with the purpose, structure, and function of local governments in North Carolina. At the course's conclusion, students should be able to identify and discuss the operation and governance structure of North Carolina counties and municipalities. Moreover, students should develop a reasonably comprehensive framework to analyze and understand the legal, cultural, and political environments of the various regions throughout the state.
